Introduction of 14-Day Material Change Notification Obligation for CBA-01 Certificate Holders

Affected Parties

All entities currently holding a valid CBA-01 Certificate of Business Authenticity issued by Data Bureau (Singapore) Pte. Ltd.

Background

Data Bureau (Singapore)'s continuous monitoring programme detects material changes in certified entities' status through automated data source monitoring and periodic manual checks. To complement this monitoring and to ensure that Data Bureau (Singapore) is notified of material changes that may not be immediately detectable through automated signals, Data Bureau (Singapore) is introducing a formal notification obligation for all CBA-01 certificate holders.

What Is Changing

With effect from 1 May 2026, all holders of a valid CBA-01 Certificate of Business Authenticity are required to notify Data Bureau (Singapore) within 14 calendar days of the occurrence of any Material Change (as defined in Data Bureau (Singapore)'s Defined Terms at databureau.com.sg/standards/terminology). Prior to 1 May 2026, no formal notification obligation existed. Continuous monitoring was the sole mechanism for detecting material changes.

What Constitutes a Material Change

The following are examples of events that constitute a Material Change and trigger the notification obligation: (1) appointment or resignation of a director or registrable controller; (2) change of beneficial ownership by 10% or more; (3) commencement of winding-up proceedings or judicial management; (4) issuance of any regulatory enforcement notice, prohibition order, or court judgment against the entity or any of its directors; (5) change of primary business activity resulting in the entity operating outside the sector assessed at certification; (6) a significant change in the entity's online presence that results in material inconsistency with the verified digital footprint at the time of certification. This list is illustrative, not exhaustive. Where an entity is uncertain whether an event constitutes a Material Change, it should notify Data Bureau (Singapore) and allow Data Bureau (Singapore) to make that determination.

How To Notify

Material Change notifications must be submitted in writing to compliance@databureau.com.sg with the subject line: 'Material Change Notification — [Your UEN] — [Date of change]'. Include: (a) the entity's UEN and certificate ID; (b) a description of the material change; (c) the date on which the change occurred or is expected to occur; and (d) any supporting documentation relevant to the change.

Operational Impact

Certificate holders are not required to take any action in relation to past events that predate 1 May 2026. The notification obligation applies to Material Changes occurring on or after 1 May 2026. Failure to notify Data Bureau (Singapore) of a Material Change within the required period may result in suspension or revocation of the Independent Authority Certificate.

Required Actions

Action required by 1 May 2026: Ensure that the individual within your organisation responsible for compliance with Data Bureau (Singapore) obligations is aware of this notification requirement and has the necessary authority to initiate a notification when a Material Change occurs. No registration or acknowledgement is required — this announcement is the notification of the obligation.
